General Wu Te Chen is Chungking Minister for Overseas Affairs and "boss" of the Kuo Min Tang narty machine. "His set" is presumably worked by "under- cover" men in the Party still in Hong Kong.

Kotewall is Sir R.H. Kotewall, Chinese member of the Legislative Council and a orominent, local philanthropist, etc. His "selection" es Governor is in line with Japanese habits elsewhere - China, Manila and Penang of selecting willv-nilly a prominent local figure of good reputation and nominating him as their local "puddet.". It is a better show-window technique then making use of a Quisling, Seyss-Inouart, Musset, etc., but it is safer for us to reserve judgment of the person selected until the facts of his selection are clearer.
